Sembawang's rare EC opening — small supply, big upgrader pool

The Sembawang Road executive condo site was awarded in the second half of 2025 for S$197.7 million — S$692 psf per plot ratio — to a joint venture led by Huttons Asia and Sheng Sing Construction. It is the most affordable EC land rate of the recent tender cycle, well below the S$782–794 psf ppr paid for the two Wynwood Grand plots. Land cost is the single biggest driver of launch pricing, so this site enters the market with genuine pricing headroom.

At roughly 265 units, it is also the smallest EC in the 2026–27 pipeline — compare ~980 units across the two Woodlands plots and ~430 at Miltonia Close. Small projects ballot tight: with thousands of HDB households across Sembawang, Yishun and Canberra reaching their Minimum Occupation Period between 2026 and 2029, demand will likely exceed supply at preview. Why buyers are watching it

  • Lowest land cost in the cycle — S$692 psf ppr gives the developer room to price below other 2026–27 ECs (indicative, subject to the final price list).
  • Old 5-year MOP rules apply — tender closed before 8 May 2026, so this is among the last ECs with a 5-year MOP and 10-year privatisation, not the new 10/15-year regime.
  • Daily convenience — Sun Plaza is roughly 300m away; Sembawang MRT (NS11, North–South Line) is a short bus ride; Canberra Plaza and Sembawang Shopping Centre are close by.
  • Green, coastal lifestyle — Sembawang Park and the northern coastline are minutes away; the area is largely low-rise and mature.
  • Scarcity — ~265 units against a deep north-side upgrader pool.

The old-rules advantage: EC sites whose tenders closed before 8 May 2026 — Sembawang Road, Solano Grand, Miltonia Close and both Wynwood Grand plots — keep the 5-year MOP and 10-year privatisation timeline, and the Deferred Payment Scheme remains available on them. No official pricing exists yet. Given the S$692 psf ppr land rate, analyst commentary suggests this could be the most accessibly priced EC of the cycle — but the developer's price list will only surface near preview. No. New ECs require at least one Singapore Citizen applicant forming a family nucleus with an SC or PR co-applicant. Singles and foreigners become eligible buyers only after privatisation — 10 years from TOP for this old-rules site.

Five years from TOP. The site's tender closed before 8 May 2026, so it is grandfathered under the old EC framework: 5-year MOP, sale to SC/PR buyers after MOP, full privatisation at 10 years. Only EC sites tendered on or after 8 May 2026 carry the new 10-year MOP.

For a first housing loan at 75% LTV: 5% of the price in cash (booking fee), a further 20% via CPF OA and/or cash, plus Buyer's Stamp Duty (CPF OA usable). ABSD is 0% for Singapore Citizens buying their first property — HDB upgraders selling within the required window keep it that way.
