Solano Grand — Bukit Panjang's first new EC in about 15 years

City Developments Limited won this Solano Grand site in August 2025 and is expected to launch roughly 300 units as early as Q4 2026 — under the old, more flexible EC rules that new EC sites no longer enjoy. Here is what is confirmed, what is estimated, and how to prepare.

Overview

Why Solano Grand is the one Bukit Panjang upgraders have waited for

Bukit Panjang has not seen a new executive condo site since 2011. In the fifteen years since, the town has gained the Downtown Line, an integrated transport hub at Hillion Mall, and a new hawker centre at Senja — but nothing new for the thousands of HDB households who outgrew their flats and wanted to stay. Solano Grand, awarded to CDL Constellation Pte. Ltd. (City Developments Limited) on 26 August 2025 for S$252.9 million (S$771 psf per plot ratio), is the project that finally answers that demand.

The timing matters. Roughly 3,500 flats in the wider Bukit Panjang area reach their Minimum Occupation Period between 2026 and 2029, creating a deep pool of first-time EC buyers who already know the neighbourhood, have children in its schools, and want to upgrade without leaving. Recent EC launches show how quickly that kind of demand moves: Rivelle Tampines sold out within a month of its March 2026 launch at a S$1,937 psf median, on a land rate (S$768 psf ppr) almost identical to what CDL paid at Solano Grand.

The land bid itself was competitive — five bidders, with CDL's winning offer about 6.3% above the next highest. That is consistent with the record-setting run in EC land: CDL's own Wynwood Grand plot went at S$782 psf ppr on the same day, and the adjacent Sim Lian plot set a fresh EC record of S$794 psf ppr in January 2026. Developers are paying these rates because EC sell-through has been close to total at every recent launch.

Details confirmed from the tender record, as at July 2026: the 99-year leasehold site spans 10,159.2 sq m with a gross plot ratio of 3.0 (maximum GFA 30,478 sq m). HDB's tender estimate was 295 homes; CDL's own concept is reported at around 306 units in two towers of 26 and 27 storeys. The tender also requires at least 500 sq m of space for an early childhood development centre — useful for young families — and the final unit count, mix and layouts will be confirmed at the official launch.

Key Selling Points

Five reasons buyers are watching this project

  • First EC in Bukit Panjang in about 15 years. Scarcity is real here: every HDB upgrader in D23 who wants a new EC has exactly one option in this cycle.
  • Old EC rules apply. The tender closed before the 8 May 2026 overhaul, so buyers keep a 5-year MOP (not 10), privatisation at year 10 (not 15), and access to the Deferred Payment Scheme that new-framework ECs have lost.
  • Walk to the rail network. The site is within about a 10-minute walk of Jelapang LRT (BP12), two stops from Bukit Panjang MRT (DT1) on the Downtown Line and the integrated bus interchange at Hillion Mall.
  • A captive upgrader catchment. Around 3,500 nearby flats hit MOP between 2026 and 2029 — and three primary schools sit within 1 km, anchoring family demand.

Transport

The closest station is Jelapang LRT (BP12), roughly a 10-minute walk; Senja LRT (BP13) and Segar LRT (BP11) also serve the estate. From Jelapang it is two stops to Bukit Panjang MRT (DT1) on the Downtown Line, which runs directly to the city — and the same node houses the Bukit Panjang bus interchange and Hillion Mall. A few LRT stops in the other direction connects to Choa Chu Kang MRT on the North–South Line. Drivers use the Kranji Expressway (KJE), which links to the BKE and PIE; Woodlands Regional Centre and the Jurong Lake District are about 20 minutes away.

Everyday amenities

Daily needs are already covered within the estate: Senja Hawker Centre, Greenridge Shopping Centre and the Bukit Panjang Polyclinic are close by, with Junction 10, Bukit Panjang Plaza and Hillion Mall a short ride away. For green space, the Senja Woods neighbourhood park sits near the site, and both Chestnut Nature Park and Bukit Timah Nature Reserve are within easy reach.

Schools

Three primary schools are within 1 km of the site — West Spring Primary, Greenridge Primary and West View Primary — with West Spring Secondary, Zhenghua Secondary and Jurong Pioneer Junior College also nearby. City Developments Limited (CDL)

The site was won by CDL Constellation Pte. Ltd., a vehicle of City Developments Limited — one of Singapore's longest-established listed developers, with more than six decades in residential development. CDL's recent and current projects include The Orie, Union Square Residences, Norwood Grand, Tembusu Grand and The Myst, and it is no stranger to this product type: it developed the Lumina Grand EC in Bukit Batok and holds both Wynwood Grand plots' neighbouring Parcel 1. For buyers, that means a developer with direct, recent experience of EC eligibility rules, balloting and the Normal/Deferred Payment Scheme mechanics — and the balance sheet to deliver on schedule. The final project name, architect and unit mix are to be confirmed at the official launch.

Who can buy Solano Grand

EC eligibility checklist (as at July 2026 — verify with HDB before applying):

  • At least one Singapore Citizen applicant, plus an SC or PR co-applicant, forming a family nucleus (singles and foreigners cannot buy a new EC).
  • Gross household income not above S$16,000 a month.
  • No ownership or disposal of private residential property, in Singapore or overseas, in the last 30 months.
  • First-timer citizen families may receive a CPF Housing Grant of up to S$30,000.
  • Bank loan only (no HDB concessionary loan): MSR capped at 30% and TDSR at 55% of gross monthly income; the first 5% must be cash.

The old-rules advantage — why this tender date matters. EC sites whose tenders closed on or after 8 May 2026 carry a 10-year MOP, 15-year privatisation, no Deferred Payment Scheme and a 90% first-timer quota for two years. Solano Grand's tender closed on 5 August 2025, so buyers here keep the 5-year MOP, privatisation at year 10, and DPS availability. It is one of only five pipeline projects — with Sembawang Road, Miltonia Close and the two Wynwood Grand sites — still on this framework, and no further old-rules EC sites can be created.

What might Solano Grand cost?

Nothing is priced until the developer releases its list at preview. As at July 2026, analyst estimates — based on the S$771 psf ppr land cost and recent EC launches — cluster from the high-S$1,700s to around S$1,900 psf. The most direct benchmark is Rivelle Tampines: nearly identical land cost (S$768 psf ppr), launched at a S$1,937 psf median in March 2026 and sold out within a month. Solano Grand — FAQs

The household income ceiling for new executive condos is S$16,000 a month in gross household income, unchanged as at July 2026 (the BTO ceiling is lower, at S$14,000). Income is assessed across all applicants and occupiers listed in the application.

Not at launch. A new EC bought direct from the developer requires at least one Singapore Citizen applicant plus a citizen or PR co-applicant forming a family nucleus. Singles can only buy ECs on the resale market after the 5-year MOP, and foreigners only after the project is privatised (year 10 under the old framework).

Five years from TOP. Because the Solano Grand tender closed on 5 August 2025 — before the 8 May 2026 rule change — the project keeps the old EC framework: 5-year Minimum Occupation Period, sale to SC/PR buyers after that, full privatisation at year 10, and the Deferred Payment Scheme remains available.

No date has been announced. As at July 2026, market watchers expect a preview around Q4 2026 to 1Q 2027, based on the developer's stated pipeline. The confirmed launch date, price list and balloting details will only be released at the official preview.

ECs take bank loans only. On a first housing loan the maximum loan-to-value is 75%, so at least 5% of the price must be cash and a further 20% can come from CPF OA and/or cash. Buyer's Stamp Duty applies (CPF OA can be used), and first-timer citizen families may receive a CPF Housing Grant of up to S$30,000.

An EC sits between the two: condo-style facilities at a price that is typically lower than a comparable private condo, but with HDB-style rules (income ceiling, MOP, resale restrictions). A BTO flat is cheaper but comes with its own wait and rules. A resale condo offers immediate occupation with no income ceiling.
