The HFE letter in 2026: what it checks, how to apply, how long it takes
Since May 2023, no HDB flat — BTO or resale — moves without an HDB Flat Eligibility letter. One document tells you what you can buy, what grants you get, and what you can borrow. Here's the process, end to end.
What the HFE letter actually assesses
HFE stands for HDB Flat Eligibility. It came in on 9 May 2023, replacing the old HLE loan letter, the Intent to Buy, and the separate grant check. Three assessments now sit in one document:
- Eligibility to buy. Which scheme you qualify under (Public, Fiancé/Fiancée, Single SC, Joint Singles, Non-Citizen Spouse), which flat types, and whether the 30-month private-property rule touches you.
- CPF housing grants. The exact grants and amounts for your profile — EHG, Family Grant, Proximity Housing Grant. For eligible first-timer families, the stack can reach $230,000. Estimate yours with the HDB grant calculator.
- Loan eligibility. Your maximum HDB concessionary loan (subject to the $14,000 household income ceiling for families), and — in the same application — in-principle offers from participating banks if you'd rather take a bank loan.

Everyone needs the letter, including full-cash buyers. It isn't a loan document; it's your licence to transact.
The application, step by step
Everything happens on the HDB Flat Portal with Singpass. It's free. Budget about a month from starting to holding the letter.
Step 1 — Preliminary HFE check (about 30 minutes, instant outcome)
You log in, declare your household — applicants and occupiers — any interest in local or overseas property, and whether you intend to take a loan. Most income and CPF data pulls through automatically. You get an instant preliminary read on purchase eligibility, grant amounts and HDB loan eligibility. Fill this in carefully: if details change, you restart from zero. You can't edit a submitted preliminary check.
Step 2 — Full HFE application (within 30 calendar days of Step 1)
Here you choose your loan route. Taking an HDB loan is confirmed inside the application. Taking a bank loan means picking from participating banks — DBS, OCBC, UOB, Maybank, Hong Leong Finance, Sing Investments & Finance among them — and getting an In-Principle Approval so you know the amount and rate you're working with. Submit the full document set before the 30 days lapse or the application dies and you begin again.
Step 3 — The letter (about 21 working days)
HDB quotes up to 21 working days from a complete application, longer in peak periods around BTO launches. You get an SMS when it's ready on the portal. The letter is valid for 9 months from the issue date, and it cannot be extended — an expired letter means a fresh application.
Where the letter sits in the buying timeline
For a resale purchase, two moments are hard gates: the seller can only grant you an Option to Purchase while your HFE letter is valid, and it must still be valid when both of you submit the resale application. For BTO, you need it before you can even apply in a sales exercise.

The mistake I see most: buyers start viewing flats first and apply for the HFE only after they find one they like. That 3–4 week wait is exactly how a well-priced flat goes to the buyer who already had their letter. Apply before you view. Questions buyers ask about the HFE
Yes. It confirms your eligibility to buy the flat itself, not just a loan. No valid HFE, no OTP — cash or not.
Nine months from issue, no extensions. It must be valid when the seller grants the OTP and when the resale application goes in.
Tell HDB and ask for a reassessment before you exercise any OTP. A loan or grant figure built on stale income can unravel mid-transaction.
