Buying a Resale HDB Flat in 2026: The Whole Process, With Real Numbers

If you're a first-timer weighing a BTO against a resale flat, you've probably heard confident advice from everyone. Wait four years and save. Buy now before prices run. Your parents mean well. The numbers matter more.

Here's the honest shape of the decision in 2026. A BTO is cheaper on paper but costs you years of waiting, and the ballot decides for you. A resale flat costs more per square foot, but you pick the exact block and facing, you move in within months, and first-timer grants of up to $230,000 apply just the same.

The fears are real too. COV stories, where buyers pay cash above valuation. The HFE letter, which half the advice online still describes wrongly. And the quiet worry that an agent will rush you into the wrong flat to close a deal.

Before you look at a single flat, we do the numbers. Your HFE letter, your grant stack, the cash and CPF split, and the monthly figure you'll actually live with under the 30% MSR cap. Then we shop inside that number, not above it.

When you find a flat you like, I pull the recent transactions for that block and that town before anyone makes an offer. Asking prices are marketing. Transacted prices are the market. I negotiate off the second one.

Step by step

The Buying Process, Step by Step

A realistic resale HDB purchase in Singapore runs about three to five months from first viewing to key collection. Here's where that time goes.

Step 1 — The numbers session, and the HFE letter (Week 0)

One sitting, about an hour. We work out your maximum loan under the 30% MSR cap (the 55% TDSR cap applies too on bank loans), your cash versus CPF split, buyer's stamp duty, and your grants. Before any seller can grant you an Option to Purchase, you need an HDB Flat Eligibility (HFE) letter. It's free, valid 9 months, and states your grant and loan eligibility in one document. Step 2 — Shortlisting towns (Weeks 1–2)

We shortlist towns before flats: budget, commute, schools, and parents' proximity. Living near your parents can be worth up to $30,000 in Proximity Housing Grant, so it's a real number, not a sentiment. Then we go street by street. I track six towns closely, with transacted prices on each — Tampines, Sengkang, Punggol, Woodlands, Hougang and Jurong West — and I'll tell you honestly what your budget buys in each one.

Step 3 — Viewings (Weeks 2–6)

I arrange viewings around your schedule and go with you. We're checking the things listings don't show: facing and afternoon sun, corridor noise, the state of the staircase and void deck, how the block is maintained, and whether "renovated" means renovation or furniture. Most buyers I work with view between 8 and 15 flats before offering. Some know by flat three. Both are normal.

Step 4 — COV, explained, before you offer

Before any number leaves your mouth, I check the likely HDB valuation against recent transactions. Agreed price minus HDB valuation equals cash over valuation, payable in cash only. No loan and no CPF touches it. In a soft quarter that gap shrinks: the resale price index dipped 0.1% in Q1 2026, the first quarterly fall since 2019. This is exactly when well-prepared buyers do well.

Step 5 — The Option to Purchase (the offer, in writing)

For resale HDB flats, the mechanics are fixed by HDB:

  1. The seller must have registered their Intent to Sell at least 7 days before granting you an OTP.
  2. You pay an option fee of up to $1,000 for the OTP. The seller cannot grant another OTP while yours is live.
  3. You have 21 calendar days to decide. To commit, you sign the acceptance and pay an exercise fee. Option fee plus exercise fee cannot exceed $5,000 in total.
  4. If you walk away before exercising, the option fee is forfeited. That's the cost of changing your mind, and it's why Step 4 happens before Step 5.

Step 6 — After exercise (the paperwork fortnight)

You request HDB's valuation of the flat (a $120 fee) once the OTP is granted, confirm your financing, and pay buyer's stamp duty within 14 days of exercising. Both sides then submit the resale application through the HDB portal, within the window agreed in the OTP. I track every deadline so nothing lapses.

Step 7 — Resale application to keys (about 8–12 weeks)

HDB verifies both sides' eligibility. Once it approves the resale application, completion follows about 8 weeks later, and the whole OTP-to-keys stretch typically runs 8 to 12 weeks. You pay the balance, the CPF and loan disbursements settle, and you collect keys at the completion appointment. Total time from offer to keys: usually around three months.

The Worries Every First-Timer Has, Answered Straight

"Do we even need an agent to buy a resale flat?"

Honestly, you can buy without one. The HDB process is public and the portal walks you through it. Where buyers lose money isn't the paperwork. It's offering off asking prices, missing a COV gap, or miscounting grants and CPF rules. My fee is agreed in writing before we start, and the listing agent can't take commission from you anyway. "Should we wait for a BTO instead?"

Maybe. It depends on your dates, not on anyone's opinion. A BTO saves money on paper but costs years, and renting while you wait is real money too. "What if the valuation comes in below the price we agreed?"

That's COV, and it's cash out of your pocket. It can't come from CPF or a loan. This is the single most expensive mistake resale buyers make, and it's avoidable: I check the likely HDB valuation before you offer, so you know the gap before you're committed. "Won't the seller's agent just push the price up on us?"

The seller's agent works for the seller. That's their job, and a good one does it well. In Singapore, one agent cannot represent both sides of the same transaction, so if you go in alone, you're the only person at the table whose job isn't to get the best price out of you. My job is the opposite: the best price for you, backed by transaction evidence.

"Will you push us to buy faster than we're ready?"

No. Most of my buyers start three to nine months before they sign anything, and some take longer. If the honest answer for your situation is "wait six months," I'll say that. Your parents are welcome on the call too. They're usually the real decision committee, and they ask good questions.

Resale HDB FAQs

The deposits are small and capped: up to $1,000 for the option fee, and $5,000 total for option plus exercise, all in cash. Buyer's stamp duty is paid in cash first (CPF can reimburse it later). On a $650,000 flat, BSD is about $14,100. If you agree a price above HDB's valuation, the cash-over-valuation difference is cash only. CPF and grants cover the rest of the downpayment.

No. The option fee, capped at $1,000, is forfeited if you don't exercise the OTP within 21 calendar days. It's the price of holding the flat off the market while you decide.

That's cash over valuation, or COV. Your loan, HDB or bank, is sized off the lower of the agreed price or HDB's valuation, and the difference must be paid in cash. On a $650,000 purchase with a $630,000 valuation, that's $20,000 cash. This is why I check the likely valuation before you offer.

From first viewings to keys, typically three to five months. The OTP window is 21 calendar days, and completion usually follows 8 to 12 weeks after the OTP is exercised, once HDB processes the resale application.

HDB loans are pegged at 0.1% above the CPF OA rate, 2.6% today, with no lock-in and the whole downpayment payable from CPF. Bank loans can be cheaper when rates fall, but need part of the downpayment in cash and come with lock-ins. The right answer depends on your cash position and how long you'll hold the flat. Almost, but not quite. CPF covers the downpayment balance, stamp duties and monthly payments, but the option and exercise deposits are cash, and any COV is cash only. Lease and age rules also apply: if the flat's remaining lease cannot cover the youngest buyer to age 95, CPF usage is pro-rated. I check this for every flat before you offer.
