My take
The honest read on Miltonia Close EC
$732 per square foot per plot ratio. That is the second-cheapest land in the whole pipeline — 6% above the Sembawang Road EC parcel at $692, and 24% below Dairy Farm Walk at $963, the cheapest private condominium site. For an EC buyer working to an income ceiling, that number is the whole story.
Executive condominiums are the best value in Singapore residential property and they always have been, for one structural reason: you buy at a subsidised land cost and, after ten years, the unit privatises and trades as a private condominium. The gap between what you pay and what it is eventually worth is the closest thing to a free lunch this market offers.
The price of that lunch is time and eligibility. Five years of minimum occupation before you can sell at all, ten before it privatises, a $16,000 combined household income ceiling, and a family nucleus requirement. If you do not clear all of those, this is simply not available to you and no amount of wanting changes it.
The location is the honest weakness. Miltonia Close sits beside Orchid Country Club on the Yishun side of the Lower Seletar Reservoir. It is green, quiet and genuinely pleasant — and it is not a walk to an MRT station. Khatib is the nearest and it is a bus ride. If your household runs on public transport, test that journey properly before you commit.
One thing to establish with the developer at the showflat: this site was awarded on 14 April 2026, and the site's executive condominium tracker treats 8 May 2026 as the dividing line between the older and newer rule sets on minimum occupation. Which regime applies here follows from the tender date, and it changes when you can sell. Get it in writing rather than from a brochure.
This suits you if you clear the eligibility test, you want the biggest home your money can buy, and you are genuinely planning to live in it for at least five years. On price per square foot, only the Sembawang Road EC parcel beats it.
Skip it if you need to be near an MRT station on foot, or your household income is close enough to $16,000 that a bonus could push you over the ceiling at the wrong moment. Skip it too if you might need to sell within five years — the minimum occupation period is absolute.

Miltonia Close EC price: near the bottom of the whole pipeline
The developer has not released prices. What follows is an estimate built from the land bid, not a price list.
Hoi Hup paid $340.9 million, or $732 psf ppr, awarded 14 April 2026. Only the Sembawang Road EC parcel, at $692, sits below it.
I model executive condominium construction at $430 psf rather than the $520 used for suburban private projects, because EC specification is deliberately more modest — the format exists to hit a price point. That assumption plus the land cost is what produces the range below.

Two things this model cannot know: the unit mix, and how hard the developer wants to clear the first weekend. A mix weighted to compact units lifts the average psf without changing the maths above; a developer under ABSD time pressure prices at the bottom of the band and moves stock. When Hoi Hup releases the real price list I will publish it here and leave this estimate visible next to it, right or wrong.
The site
The site: 165,764 sq ft beside the reservoir
The parcel is 165,764 sq ft with an implied gross floor area of about 465,710 sq ft — a plot ratio near 2.81. The unit count has not been published.
On a typical executive condominium average of around 950 to 1,050 sq ft, that floor area would support somewhere near 450 to 490 homes. That is my arithmetic and not a developer figure, so treat it as a sense of scale rather than a number to plan around.
Executive condominiums are generally built with larger average unit sizes than private condominiums, because the buyer is a family with an income ceiling rather than an investor. Expect the mix to be weighted to three- and four-bedroom units with very few compact formats.
Location
Where Miltonia Close EC actually is
The site is on Miltonia Close, on the Yishun side of the Lower Seletar Reservoir, next to Orchid Country Club and the existing Miltonia residential pocket. This is a green, low-traffic corner of District 27.
Transport is the constraint and I would rather be blunt about it than bury it. Khatib on the North–South Line is the nearest station and it is a bus ride, not a walk. Springleaf on the Thomson–East Coast Line is across the Seletar corridor and is a drive. Households with a car will find this location comfortable; households without one should test the actual commute before booking day.
What the address gives you in return is space and water. The reservoir, the Orchid Country Club golf course, Yishun Dam and the Seletar corridor are all immediately around. Yishun town centre and Northpoint City carry the retail load, and Khoo Teck Puat Hospital is in the same town.

Who is building it
Who is building it: Hoi Hup Realty
Hoi Hup Realty is one of the more experienced executive condominium developers in Singapore. Parc Canberra EC and Hundred Palms Residences EC are its best-known work in the format, alongside private projects including Ki Residences, Terra Hill, Sora and Sophia Regency. It is also a partner on Pinery Residences in Tampines.
Hoi Hup has a specific reputation in the EC segment for efficient layouts and for selling well at launch — Hundred Palms Residences famously sold out on its first day. That history is directly relevant here, because in an oversubscribed EC launch the ballot decides your picking order and a fast-selling project leaves latecomers with the leftover stacks.
On delivery, the record is solid and unremarkable in the way you want a developer's record to be. There is no house design signature; there is a consistent habit of building what was sold, on time.

If transport matters to your household, Senja Close and Woodlands Drive 17 both beat this site on that measure and both launch a year earlier. Miltonia wins on land cost and on setting. Run all four against your actual eligibility and commute before you pick.

- Preview. The showflat opens, usually for around two weeks. Walking in costs nothing, and registering for the e-application costs nothing and commits you to nothing.
- E-application and ballot. If registered buyers outnumber units, a ballot sets the order in which people pick. Ballot position is luck. Being registered in time is not.
- Booking day. Bring a cheque and an in-principle loan approval. Five percent secures the unit. Hesitation costs you your stack.
- Sale and Purchase. Within about nine weeks you sign the S&P and pay the next 15% in cash or CPF, plus stamp duties. Progressive payments follow construction from there.
There is no countdown on this page and there never will be. The only real deadline in a launch is the e-application window, and I will tell you the day it is announced.

No price list exists. From the confirmed $732 psf ppr land cost, a $430 psf executive condominium construction assumption and 15% for soft costs, breakeven lands near $1,336 psf, pointing to a launch average of roughly $1,500–$1,630 psf. That is my model, not the developer's number.
At least one applicant must be a Singapore Citizen and the other a citizen or Permanent Resident; you need a qualifying family nucleus; combined gross household income must not exceed $16,000 a month; and any private property must have been disposed of at least 30 months before the application. Financing is capped by a 30% Mortgage Servicing Ratio, stricter than the 55% TDSR on private condos.
Not before the five-year Minimum Occupation Period from TOP, and only to Singapore Citizens and Permanent Residents until the tenth year, when the unit privatises and can be sold to anyone including foreigners. Because this site was awarded on 14 April 2026, confirm with the developer which minimum-occupation regime applies before you book — the answer follows from the tender date.
