The five old-rule projects

Every project below was tendered before the 8 May 2026 cutoff, so all of them keep the old rules: 5-year MOP, privatisation at 10 years, deferred payment still possible, and a 70/30 first-timer quota. As at 17 Jul 2026, no developer has confirmed a preview date. The windows below are expectations from tender timelines, not promises. Launches typically follow 12 to 15 months after tender award.

Why the old-rule label matters: under the May-2026 changes explained on the EC hub, later sites carry a 10-year MOP and a 90% first-timer quota. These five are the last of the shorter-commitment kind, and second-timers get a real shot at 30% of units here.

Woodlands Drive 17 is two projects, not one

Two adjacent EC plots share the same street name, sold in two separate GLS tenders to two different developers. Agent ads rarely say which one they mean. Here is the disambiguation, because you will be balloting for one or the other, or both.

They are separate projects with separate ballots and separate showflats. The first to launch sets the psf anchor; the second usually prices in a tight band around it. Register interest in both, then compare when both price lists are out.

New rules apply

Tendered after the cutoff: the new-rule sites

Sites with tenders closing on or after 8 May 2026 carry the new rules: 10-year MOP, 15-year privatisation, no deferred payment scheme, and a 90% first-timer quota for the first two years. These are early-stage; developers and land rates are not awarded at time of writing.

How it works

How an EC launch actually works

  1. E-application. Free and non-binding. You submit household and income details through the developer, and they are checked against HDB's criteria. This is where the eligibility rules get real.
  2. Ballot. When applications outnumber units, a ballot decides queue order. On these old-rule launches, 70% of units are reserved for first-timer households in the first month.
  3. Booking day. Real money. You need the 5% booking fee by cheque and a bank in-principle approval (IPA). Get the IPA done weeks before, not the night before. The affordability calculator tells you what the bank will say.
  4. Option, then exercise. The Option to Purchase follows booking; you exercise within the window and pay buyer's stamp duty within 14 days of exercising.
  5. Progressive payments. The balance is paid in stages as construction completes. On old-rule projects the deferred payment scheme may still be offered, pushing the bulk of payment to TOP. It is not guaranteed; confirm with the developer at preview.

How I label dates

Confirmed means confirmed. Expected means estimate.

Every date on this page carries one of two labels. "Confirmed" means the developer or HDB has published it. "Expected" means it is an estimate from tender timelines and current reporting. When a date firms up, the label changes and the table gets a new checked stamp. If I get one wrong, the correction goes on the page, not down the memory hole.

Pipeline questions, answered straight

Solano Grand EC and the CDL parcel at Woodlands Drive 17 are both expected to preview in Q4 2026, with the developers to confirm. The Sim Lian parcel follows in 2027, Sembawang Road EC is expected late 2026 to early 2027, and Miltonia Close EC in 2027.

All five pipeline projects were tendered before the 8 May 2026 cutoff, so they keep the old rules: 5-year MOP, privatisation at 10 years, deferred payment still possible, 70/30 first-timer quota. Sites tendered after the cutoff carry the new rules. The full comparison is on the EC hub.

Only at preview. Until then, every psf figure you see, including estimates on this site, is maths from the land bid. Treat pre-launch numbers as ranges, not quotes.

Yes. All five old-rule projects keep a 30% second-timer quota at launch. A resale levy may apply if you have taken a housing subsidy before, so check that figure early; it changes the budget by tens of thousands.
