Wynwood Grand EC at Woodlands Drive 17: Prices, Eligibility and an Honest Read


Wynwood Grand EC is the official name for City Developments’ executive condominium parcel at Woodlands Drive 17 — previously referred to here and elsewhere as Woodlands Drive 17 EC. Sim Lian’s adjacent second parcel is a separate project and has not been named.

Two adjacent parcels, two developers, one street. CDL holds ~420 units with a preview expected Q4 2026. Sim Lian holds ~560 units for 2027. Here is what we know, what we don't, and the maths behind both.

First, the disambiguation

One street, two projects. Don't let anyone blur them.

Most pages you'll find treat "Wynwood Grand EC" as one launch. It isn't. HDB sold two adjacent EC sites here five months apart, to two different developers, with two different launch windows. They will get separate official names, separate price lists and separate ballots. This page covers both side by side, and I'll split it into two pages once the names are announced.

What we know

Tender facts, on record with HDB: who won each parcel, what they paid, and that both sites fall under the old EC rules. Both parcels sit near Woodlands South MRT on the Thomson-East Coast Line. Roughly 980 units in total, the largest EC supply event the north has seen.

What we don't know yet

Official project names, unit mixes, floor plans, facilities, showflat locations and, most importantly, prices. Preview dates are analyst estimates, not developer confirmations. Anything on this page that isn't from a tender record is labelled as an estimate or a placeholder.


My take

The honest read

Woodlands has waited ten years for this. The last EC here was Northwave, launched in 2016. Since then the Thomson-East Coast Line opened Woodlands South station near this street, and the government sold two EC parcels on it in the space of five months. CDL took the first in August 2025. Sim Lian took the second in January 2026 at a record $794 psf ppr. Developers do not set land records in towns they doubt.

Both parcels sit under the old EC rules, which makes them part of the last batch with a five-year MOP and possible deferred payment. After these, the ten-year regime takes over. That scarcity is real, and it will pull demand from across the north.

This suits you if your household earns up to the $16,000 ceiling, you live or work in Woodlands, Admiralty or Sembawang, and you can hold past 2030. The TEL address is the best rail access any northern EC has had.

Skip it if you need keys before 2030, if your budget only clears the smallest unit, or if $1,800-plus psf for a leasehold EC feels wrong to you. Resale condos nearby ask less per square foot, with no ballot and no wait.

Indicative pricing and the breakeven maths

Neither developer has released prices. What follows is an estimate from the land bids, not a price list. When the official lists drop, I'll update this page within 48 hours and leave my estimate here with a strike-through note, so you can see how close I was.

The ceiling matters more than the psf. A $16,000 household can service $4,800 a month under the 30% MSR. At the 4% stress rate over 30 years, that supports a loan of about $1.0M, or a purchase near $1.34M with 75% financing. If the average lands at $1,800 psf, that ceiling buys roughly 740 sq ft. Expect the compact two- and three-bedders to move first, and expect four-bedroom families to do hard sums. Know your number before the price list lands, not after.


The product

Site plan and unit mix

  • CDL parcel: ~420 units on a site of roughly 25,000 sq m . Blocks, storeys and facilities .
  • Sim Lian parcel: ~560 units on a 26,980 sq m site, plot ratio 2.1, height limit 61m SHD, per HDB tender particulars. Blocks and facilities .
  • Unit mix: [not yet public for either parcel — expect 2- to 5-bedroom EC formats]. Twin-parcel launches usually produce a wider combined mix, but each parcel on its own tends to skew to three-bedders for core upgrader families.
  • Worth knowing: with two developers side by side, stack efficiency and bay-window loss will differ parcel to parcel. Compare the actual floor plans before you ballot, not the showflat dressing.

The address

Location: MRT, amenities, schools

Getting around. Both parcels are near Woodlands South MRT on the Thomson-East Coast Line, reported at about a 5 to 8 minute walk . One stop north is Woodlands interchange, where the TEL meets the North-South Line. Two stops north is Woodlands North, the Singapore terminus of the RTS Link to Johor Bahru, targeted to complete by end 2026 . Southbound, the TEL runs one seat to Orchard, Great World and Marina Bay. No other northern EC has had rail access like this.

Daily life. Causeway Point and the Woodlands Civic Centre cluster sit at the interchange one stop up. Closer to home, the Woodlands Circle neighbourhood shops cover the everyday stuff, and Woodlands Health Campus is nearby. For weekends, Admiralty Park and the Woodlands Waterfront are short drives away.

Primary schools. P1 registration priority is distance-tiered: within 1km ballots ahead of 1–2km in the hot phases, and distance is measured by the official school-home distance query, not a ruler on a map. HDB's tender documents for the Sim Lian parcel name three schools within 1km. Confirm each address on OneMap before you rely on it for registration.

Who's building

Two developers, side by side

This is an unusual setup. CDL and Sim Lian will sell competing products on the same street, likely months apart. Buyers will benchmark the two directly on layout, finishing and psf. Whichever parcel launches first sets the price anchor; the second usually prices within a tight band of it.

What I read into the tenders: CDL went first and set a record; Sim Lian answered five months later with a higher one, on a margin of less than one percent. That is two listed developers pricing the same Woodlands story with conviction, not caution. Neither is planning a discount launch.

The practical difference for you: CDL typically plays the polished-finishing card, while Sim Lian tends to price sharper at launch. Neither is obviously better. The showflats will tell you which specification matches your family, and I'll walk both with you.


Can you buy

Eligibility and payment

Who can buy:

  • At least one Singapore Citizen in the household, applying under a recognised family nucleus (SC+SC or SC+PR).
  • Combined gross household income not above $16,000 a month.
  • That $16,000 belongs to this parcel and stays with it for life. The $18,000 ceiling announced on 24 August 2026 applies only to ECs on land parcels whose tenders close on or after that date — which projects those are.
  • No private property owned, locally or overseas, and none sold in the last 30 months.
  • Monthly mortgage capped at 30% MSR of gross income.

First-timers and second-timers: 70% of units at launch are set aside for first-timer households under the old rules. Second-timers compete for the remaining 30%, roughly 126 units on the CDL parcel's count. If you've enjoyed a housing subsidy before, a resale levy likely applies, and it changes the maths by tens of thousands. Check your exact figure early: my resale levy guide walks through it.

Old rules apply to both parcels, and that's a real advantage. Both tenders closed before the 8 May 2026 rule change. So: five-year MOP, privatisation at ten years, and the deferred payment scheme remains possible. EC sites tendered after the cutoff carry a ten-year MOP, a 90% first-timer quota and no DPS. If you're a second-timer, these two parcels are structurally friendlier than whatever launches after them.

Payment: normal progressive payment stages. 5% booking fee, 15% on signing the Sale & Purchase within 9 weeks , then staged payments tied to construction. First-timer SC households may qualify for a CPF housing grant of up to $30,000, tiered by income . Stamp duty is payable as usual and can't be skipped.

The process

How it works, in plain terms. Registering for a preview costs nothing and commits you to nothing. If e-applications outnumber units, and with ten years of pent-up demand plus the old-rules deadline, expect that, a ballot decides the order in which buyers pick. Ballot position is luck. Being registered in time is not. If your number gets called, you'll want loan in-principle approval and your cheque book ready, because booking day moves fast and hesitation costs you your pick.

With two parcels, you get a second chance built in: miss the CDL ballot or dislike what's left, and the Sim Lian launch follows months later. What I won't do is tell you units are almost gone or that prices will definitely rise. The only part of this process that closes quietly is the registration window, and it costs you five minutes to be on the right side of it.


Straight answers

Frequently asked questions

Two. The government sold two adjacent EC sites on the same street. CDL won the first in August 2025 (~420 units, preview expected Q4 2026). Sim Lian won the second in January 2026 (~560 units, expected 2027). They will launch as separate projects with their own names, price lists and ballots. This page covers both until then.

99-year leasehold, both parcels. Almost all ECs are. HDB sells the land on 99-year terms through the GLS programme.

Not published yet. Each tender requires completion within 60 months of award, which points to roughly 2030 for the CDL parcel and 2031 for the Sim Lian parcel. Treat both as estimates until the official TOP dates are released.

Not at launch. New ECs are for Singapore Citizen households applying under a recognised family nucleus (SC+SC or SC+PR). After the five-year MOP, PRs can buy on the resale market. Foreigners can buy only after the ten-year privatisation.
