HDB MOP Rules 2026: What the 5-Year Clock Really Means
The Minimum Occupation Period decides when you can sell, rent out, or buy your next place. Here are the rules as they stand on 17 July 2026, and what to do first if your flat hits MOP this year.
The MOP, in one minute
The Minimum Occupation Period (MOP) is the stretch you must live in your flat before HDB lets you sell it, rent out the whole unit, or buy another residential property. For most flats it is five years. For Plus and Prime flats (the Prime Location Housing model), it is ten. The thinking behind it: subsidised flats are meant to be homes first, not trading chips.

DBSS flats follow the same 5-year rule as resale flats. SERS replacement flats are mostly 5 years from key collection too, with older SERS sites on a slightly different formula.
What counts toward the five years
Three things owners get wrong here.
First, the clock starts at key collection, not application. If you balloted for a BTO in 2019 and collected keys in 2023, your MOP ends in 2028, not 2024. The construction years do not count.
Second, you must actually live in the flat. The MOP measures occupation, not just ownership. Time when the flat sits empty, or when the whole flat is rented out illegally, can be excluded from the count. If you are posted overseas for work, check with HDB before you go and get the answer in writing. Do not assume the calendar takes care of itself.
Third, your exact date is on record. Log in to My HDBPage with Singpass, go to My Flat → Purchased Flat → Flat Details and MOP. The date HDB has for you is the date that matters, not the one in your head.
Before MOP: what you can and can't do
You cannot:
- Sell the flat on the open market. HDB's system rejects the resale application at the eligibility check. There is no negotiating this one.
- Rent out the whole flat. Not long-term, and definitely not on short-stay platforms. The minimum rental term for any HDB flat is three consecutive months, and whole-flat rental only opens up after MOP.
- Buy another residential property. No private condo, no landed, no second HDB flat, while the MOP is running.
You can:
- Rent out spare bedrooms, with HDB's approval, while you continue living in the flat.
- Run a registered home-based business from the flat, within HDB's home-business rules.
- Renovate, with permits where needed. A well-kept flat at MOP sells faster than a tired one.
There are narrow exceptions where HDB lets an owner sell early, such as serious financial hardship or divorce. They are approved case by case, and the usual route is selling the flat back to HDB rather than on the open market. Treat them as emergency exits, not options.
Breach the rules and it gets expensive: compulsory acquisition of the flat, housing grants clawed back with interest, and possible fines. HDB does check.
One more for PLH owners: even after your 10-year MOP, you can never rent out the whole flat, and a subsidy clawback applies when you sell. Plus and Prime flats are homes for keeps, by design.
The 2026 MOP wave: 13,480 flats
This is why MOP is in the news this year. About 13,480 flats reach their 5-year MOP in 2026, nearly double the roughly 6,970 in 2025. The biggest clusters:

The remaining few thousand are spread across Bedok, Sengkang, Sembawang, Yishun and other towns.
What the wave means, plainly. The resale price index dipped 0.1% in Q1 2026, the first quarterly fall since 2019, and sellers in high-supply towns now compete with neighbours who collected keys the same month. Flats priced off real transactions still move in weeks. Flats priced off a headline number sit. If you are on the buying side, towns like Punggol give you more choice and more room to negotiate than buyers had two years ago.

Just hit MOP? Do these three things first
1. Confirm your exact MOP date. My HDBPage, Singpass login, two minutes. Everything else hangs off this date.
2. Get a valuation built on transacted prices. Not asking prices, not a portal estimate. Recent sales in your block and town, adjusted for floor, facing and lease. One stamp-duty note. HDB sellers almost never pay Seller's Stamp Duty, because the 5-year MOP already holds you past the 4-year SSD window. But if you also own a private property bought since 4 July 2025, different rules apply to that one: the SSD rules for 2026 and the SSD calculator.
