In short: Coastal Cabana is a 99-year leasehold executive condominium of 748 units at Jalan Loyang Besar in District 17 (Loyang), on the eastern edge of Pasir Ris, by Pasir Ris Development Pte Ltd. It launched in January 2026 from $1,542,000, or $1,717 psf, with an expected TOP of March 2029. As at 9 August 2026 there are 127 units available out of 748, about 83% taken up. Four of the nine unit types are sold out, including every 5-Bedroom Premium, and the 4-Bedroom Classic and 4-Bedroom Premium are down to one unit each. EC eligibility rules apply, including a $16,000 household income ceiling.

My take

The honest read on Coastal Cabana EC

Start with what the availability sheet actually says, because it tells you more than any brochure. 127 units of 748 are left — roughly 83% taken up. The 4 Bedroom Deluxe, the biggest allocation in the project at 142 units, is completely sold. The 4 Bedroom Classic and 4 Bedroom Premium are down to one unit apiece. The 3 Bedroom Premium + Study, 165 units, has eight left. Meanwhile the 3 Bedroom Deluxe still has 28 of its 46 unsold. That is not a random pattern.

Look at the psf column and it explains itself. The Deluxe is the smallest unit at 872 sq ft and the cheapest cheque at $1,542,000 — but at an average of $1,806 psf it is the most expensive square footage in the project. The 4 Bedroom Classic, the biggest three-bed-plus format at 990 sq ft, is the cheapest at $1,719 psf. Buyers here did the arithmetic and went for the value, not the low quantum. The compact stack is what is left.

That matters for you in a practical way. If you were hoping for a four-bedroom, you are choosing between two specific units and you will be choosing quickly. If a three-bedroom works, you still have real choice — 89 Premiums — and you are buying the format the market has been slower to take, which is usually where a bit of negotiating room lives.

On price generally: $1,717 psf as an entry point is high for an executive condominium. For context, the EC land parcels still in the pipeline went for $692 to $782 psf ppr, which models out to launch pricing in the $1,500 to $1,670 range. Coastal Cabana is above that band. Some of that is Pasir Ris and Downtown East on the doorstep, and some of it is simply that this launched in January 2026 and the market has moved.

The honest weakness is the walk. Pasir Ris MRT is 1,144 metres away, about 16 minutes on foot — that is a measured route, not a marketing estimate, and it is a genuine walk in Singapore weather. What you get instead is Downtown East essentially at the door: E!Hub is 311 m, Market Square 263 m, E!Avenue 266 m. If your daily life is more mall-and-park than train, that trade works. If you commute by rail every morning, walk it once before you sign.

This suits you if you want a large EC with real facilities in the east, the Downtown East and Pasir Ris Park side of life appeals more than being on top of a station, and you can move quickly — particularly if a four-bedroom is what you are after, because there are two left in the whole project.

Skip it if you need a short walk to the MRT. Sixteen minutes is sixteen minutes. Skip it too if $1,717 psf is above what you want to pay for an EC — the pipeline parcels at Sembawang Road, Miltonia Close and Solano Grand will launch off much cheaper land, though you will wait for them.

127 units left across these 5 types, out of 748 units in them — about 83% taken up. The project has 748 units in total; the balance sits in types the availability feed no longer returns, which normally means they are done. I do not publish a headline "x% sold" off that, because the feed does not actually say it.


The site

The site: 748 units across 16 blocks

The development covers 28,405.5 sq m (about 305,752 sq ft) and is approved as four blocks of 11 storeys plus twelve blocks of 12 storeys with roof terraces — 16 blocks, 748 units, one basement carpark, a swimming pool, a tennis court and the usual communal facilities.

That works out to roughly 47 units per block, which is low-rise-feeling for a project of this size, and it is why the site reads as spread out rather than towered. Density is moderate for an EC: 748 homes on 305,752 sq ft of land.

There are nine unit types on the approved site plan, from a 3 Bedroom Deluxe up to a 5 Bedroom Premium (types E1 and E2), spread across fifteen individual floor plans. Four of those nine types have nothing left at all — the 4 Bedroom Deluxe alone accounted for 142 units, and both the 4 Bedroom Premium + Study and the 5 Bedroom Premium are gone. Coastal Cabana EC price list: every available unit, NPS and DPS

All 127 units still available at Coastal Cabana EC are listed below with both prices: $1,542,000 to $1,854,000 on the normal payment scheme (NPS), and $1,588,000 to $1,910,000 on the deferred payment scheme (DPS). That is 125 three-bedroom units and 2 four-bedroom. NPS prices work out at $1,717 to $1,844 psf. Developer prices, read from the PropNex unit report on 9 August 2026.

NPS and DPS, in one paragraph each

NPS — the normal payment scheme. The standard progressive payment structure. You pay the booking fee, then stage payments as construction hits each milestone, and you start servicing the loan along the way. It is the cheaper of the two, and it is what almost everyone uses.

DPS — the deferred payment scheme. This exists only on executive condominiums. It is not offered on private condominiums, which is why a private launch quotes one price per unit and an EC quotes two. You pay a smaller amount up front and defer the bulk until the project is closer to completion, which keeps your monthly outlay down during the build. You pay for that flexibility in the headline price. At Coastal Cabana the deferred price runs $46,000 to $56,000 above the normal price on the same unit, a flat 3% premium across every one of the 127 units below. Not every buyer qualifies for DPS and the terms are the developer’s, not mine, so treat the DPS column as an indication and confirm the current terms before you plan around it.

One thing worth saying plainly: the psf figures are calculated on the NPS price, which is how the developer quotes them. If you go deferred, your real psf is 3% higher than the last column shows.

Monthly maintenance

Every unit still available carries the same charge: $330 a month (share value 6). The larger formats (4 Bedroom Premium + Study, 4 Bedroom Premium + Flexi and the 5 Bedroom Premium) sit a band higher at $385 a month on share value 7, but none of those is on sale. Estimated at $55 per share value per month, excluding GST, per the developer’s unit mix. Maintenance is set by the MCST after completion, so treat this as the developer’s estimate rather than a fixed figure.

What has already gone

Four of the nine unit types have sold out completely. That is 280 units with nothing left to buy.

  • 5 Bedroom Premium — 22 units, plans E1 / E1(p) / E2. This was the only five-bedroom in the project.
  • 4 Bedroom Deluxe — 142 units, plans D2 / D2(p).
  • 4 Bedroom Premium + Study — 68 units, plans D4 / D4(p) / D4-B.
  • 4 Bedroom Premium + Flexi — 48 units, plans D5 / D5(p).

The five-bedroom deserves a line of its own. The 5 Bedroom Premium was the only five-bedroom Coastal Cabana ever built: 22 units across two plans, at 1,367 sq ft and 1,421 sq ft. All of them are taken. Nothing larger sits behind it and there is no second phase, so if you came here wanting five bedrooms, this project simply cannot give you one.

Four bedrooms tell nearly the same story. 3 of the 5 four-bedroom types have nothing left, and the two still standing are down to one unit apiece: #02-02 (4 Bedroom Premium, 1,055 sq ft) and #04-63 (4 Bedroom Classic, 990 sq ft). Those are the last large units in the development.

If one of these is what you actually wanted, your only route now is the bounce-unit waitlist further down. Buyers do fall out of EC purchases, more often than people expect, and when a unit comes back it goes to whoever is ready that day.

Register for Coastal Cabana bounce units

A bounce unit is a unit that was booked and then came back to the pool, because the buyer did not exercise the Option to Purchase or did not clear eligibility or financing. At Coastal Cabana this is the only realistic route to a large unit. The 5 Bedroom Premium (E1, E1(p) and E2) and the 4 Bedroom Premium + Study (D4, D4(p) and D4-B) are sold out entirely: 90 units between them, and neither type appears on the live sales report at all. So are the 4 Bedroom Deluxe and the 4 Bedroom Premium + Flexi. Just 2 four-bedroom units remain in the whole project, #04-63 (4 Bedroom Classic) and #02-02 (4 Bedroom Premium). Joining the waitlist is free, commits you to nothing, and is the only way to hear about a returned unit before it is taken.

If you want a 4 or 5 bedroom, read this first

The developer’s unit mix lists nine unit types, from a 3 Bedroom Deluxe up to a 5 Bedroom Premium. The live sales report covers 658 of the project’s 748 units, and two whole types never appear in it at all, because there is nothing left of either to sell:

  • 5 Bedroom Premium: types E1, E1(p), E2, 22 units, 1,367–1,421 sq ft. Sold out.
  • 4 Bedroom Premium + Study: types D4, D4(p), D4-B, 68 units, 1,163–1,216 sq ft. Sold out.

The plan codes run in series: C for the three-bedrooms, D for the four-bedrooms, E for the five-bedrooms. The five-bedrooms are the rarest thing in the project: 22 units out of 748, under 3% of the development, and every one of them is spoken for. There is no price list to show you and nothing to book. If a five-bedroom is the home you want, a bounce unit is not the best route to it. It is the only one.

The four-bedroom picture is barely better. 4 of the 6 four-bedroom layouts have nothing left, and only two four-bedroom units remain in the entire project: #04-63 (4 Bedroom Classic, 990 sq ft) and #02-02 (4 Bedroom Premium, 1,055 sq ft). If those two go before you decide, the waitlist is where you end up too.

Why units bounce, and why ECs bounce more

When a buyer books, they pay a booking fee and receive an Option to Purchase with a fixed window to exercise it. If they do not exercise, the option lapses and the unit goes back on the chart. Nothing has gone wrong with the unit — the buyer simply fell out.

Executive condominiums bounce more often than private condominiums, and the reason is eligibility rather than cold feet. An EC purchase has to clear rules a private purchase never touches: the $16,000 household income ceiling, a valid HDB Flat Eligibility letter, the citizenship and family-nucleus requirements, and the disposal rules for anyone who has owned property before. Buyers can and do book first and discover a problem afterwards. Add the ordinary reasons — a loan approved for less than expected, a co-applicant withdrawing, a change in circumstances — and a meaningful number of units come back.

The catch is that returned units are not announced. They reappear on the unit chart, and the first buyer who is ready takes them. That is the entire reason for a waitlist.

What I will and will not promise

I would rather set this out plainly than have you expect something I cannot deliver.

  • No guarantee. There is no schedule for bounce units and no certainty that a given layout will ever return. 563 units sit in the layouts below, so the odds are not nothing. They are still odds, though, not a plan.
  • No queue you can buy. There is no paid priority, no reservation and no holding a returned unit. When one appears it goes to whoever is ready.
  • It moves fast. A returned four-bedroom in a project this far sold is usually taken the same day. Being contactable matters more than being early on my list.
  • Be decision-ready. Have your eligibility confirmed and your funds arranged before a unit appears. The buyers who get bounce units are the ones who did the paperwork while they were waiting — and that is the part I can actually help with now, not on the day.
  • I will tell you if it is not worth it. A returned unit is not automatically a good unit. If the stack, floor or price is poor value, I will say so rather than push it because it happens to be available.

What to register for

These are the layouts where a waitlist actually earns its keep. Either nothing is left, or so little is left that it may be gone before you read this. The units in project column is the honest signal: every one of those units is owned by somebody, and any of them can come back.

What the site plan actually shows

Sixteen blocks arranged around a central spine, with the land between them doing most of the work. The plan numbers 68 individual facilities grouped into ten named zones. That is a lot for an executive condominium, and it is why the site reads as landscape-first rather than car-park-first.

Two 50-metre pools. That is the detail worth pulling out — most projects this size have one lap pool and one family pool. Here the Grand Pool and the Lifestyle Pool are both 50 m and sit on opposite sides of the central spine, which in practice means the lap swimmers and the children are not in each other's way.

The Upper Deck is the other one. A roof level on Blocks 2 and 4 carrying a Sea View Pavilion and a Viewing Deck — which is why the north-facing stacks on those two blocks are worth asking about specifically. Pasir Ris Park and the sea are in that direction.

The colour key is also how you read stack positions: all nine unit types are shaded separately, so you can see which block and which corner each format sits in before you open a single floor plan. Ask me and I will mark the stacks that are still available on it.

The price table above groups by layout. This is the level below it: the developer’s individual plan codes, each with its own price band and remaining count, exactly as the sales report lists them. A code ending in (p) is the mirrored version of the plan beside it, so C3 and C3(p) are the same layout at the same 915 sq ft, drawn the other way round. They are listed apart here because the report prices and counts them apart.

How to read this. The (p) suffix marks a variant of the same layout — the site plan shows roof-terrace units on Blocks 2 and 4, which is where those small counts come from. Where a plan shows 0 available it is done: D2, the 4 Bedroom Deluxe, was the largest single allocation in the project at 142 units and every one has gone.

These fifteen plans cover 654 of the 748 units. Checked against the developer’s official unit mix, the missing 94 account for themselves exactly: 68 in the 4 Bedroom Premium + Study (types D4, D4(p) and D4-B, 1,163–1,216 sq ft), 22 in the 5 Bedroom Premium (types E1, E1(p) and E2, 1,367–1,421 sq ft), and 4 more in D5(p), which the report leaves out while listing its twin D5 — the mix puts D5 and D5(p) together at 48, not the 44 shown above.

The codes run in series: C for the three-bedrooms, D for the four-bedrooms, E for the five-bedrooms. All 94 are sold out — confirmed against the developer’s chart, not inferred from the report’s silence. There is no price list to show and nothing left to book, so if you want one of these, see the bounce-unit waitlist below.

The reason the 16-minute walk to the MRT is the trade it is: Downtown East and Wild Wild Wet sit immediately east of the site, with Pasir Ris Park, Sungei Api Api and the beach beyond. This is the context the location section below describes.

Location

Where Coastal Cabana EC actually is

The site is on Jalan Loyang Besar in District 17 (Loyang — Pasir Ris town itself is District 18), on the eastern edge of Pasir Ris between the town and the Loyang industrial belt. The address runs across blocks 2 to 32.

Downtown East is the reason to be here. Market Square is 263 m away, E!Avenue 266 m, E!Hub 311 m — all a three-to-five-minute walk, measured on the route rather than across the map. Wild Wild Wet, the cinema and the food are all in that cluster. Pasir Ris Park and the beach sit just north.

Pasir Ris MRT is 1,144 m, about 16 minutes on foot. It is an East–West Line station and it becomes a Cross Island Line interchange, which is a real long-term upgrade for this address. White Sands mall sits at the station, 1,224 m away. The nearest bus stop is roughly 970 m.

For schools, Elias Park Primary is about 1,589 m and Overseas Family School 2,441 m. P1 registration priority runs on the 1 km and 2 km bands measured by a OneMap school-home query, so treat those figures as walking distances from this feed, not as confirmed P1 bands — I run the official query before anyone relies on it.

Walking times are deliberately not published here. A station 400 m away on the map can be a 14-minute walk once you account for the actual footpath and the crossing. I measure each route on foot before the launch and publish the real figure then. Primary school distances are the same: they decide P1 ballot priority at the 1 km and 2 km bands, so they go up only after a OneMap school-home distance query, never from a marketing sheet.

Who is building it

Who is building it: Pasir Ris Development Pte Ltd

The registered developer is Pasir Ris Development Pte Ltd, the project company set up for this site. The feed does not name the parent group behind it, and I am not going to guess at one — ask me and I will confirm it from the sale documents rather than from a website.

What is verifiable is the execution so far: the project launched in January 2026 and, seven months on, two of its five reported unit types are down to a single unit each. Whatever you think of the pricing, the market has answered on the larger formats.

Expected TOP is March 2029, which is a normal build programme for a 16-block EC and means roughly two and a half years of progressive payments from here.

Coastal Cabana against the ECs still to come

The real choice for an EC buyer right now is between buying into a launched project at today's price, or waiting for a pipeline parcel that will launch off much cheaper land. Here is that trade, with the numbers.

The blunt version: Coastal Cabana costs more per square foot than the pipeline ECs are likely to, and you can move in by March 2029. The pipeline parcels should price lower, and you will be waiting into 2029–2030 before keys. If you are eligible now and the east is where you want to be, waiting has a cost too.

  1. Preview. The showflat opens, usually for around two weeks. Walking in costs nothing, and registering for the e-application costs nothing and commits you to nothing.
  2. E-application and ballot. If registered buyers outnumber units, a ballot sets the order in which people pick. Ballot position is luck. Being registered in time is not.
  3. Booking day. Bring a cheque and an in-principle loan approval. Five percent secures the unit. Hesitation costs you your stack.
  4. Sale and Purchase. Within about nine weeks you sign the S&P and pay the next 15% in cash or CPF, plus stamp duties. Progressive payments follow construction from there.

There is no countdown on this page and there never will be. The only real deadline in a launch is the e-application window, and I will tell you the day it is announced.


Common questions

Coastal Cabana EC: questions people actually ask

Prices start at $1,542,000 for an 872 sq ft 3 Bedroom Deluxe, which is $1,717 psf at the entry point. Across the five reported types the average psf runs from $1,719 (4 Bedroom Classic) to $1,806 (3 Bedroom Deluxe). These are the developer's own figures, read from the PropNex unit report on 9 August 2026.

As at 9 August 2026, 127 units across the five unit types the availability feed reports: 28 of 46 3 Bedroom Deluxe, 89 of 139 3 Bedroom Premium, 8 of 165 3 Bedroom Premium + Study, and one each of the 4 Bedroom Classic and 4 Bedroom Premium. Availability moves daily — message me for the live count before you plan around a specific stack.

There was, and it is gone. The 5 Bedroom Premium ran to 22 units across two plans, E1 / E1(p) at 1,367 sq ft and E2 at 1,421 sq ft, and every one of them is sold. It was the only five-bedroom format in the development, so there is no larger unit behind it and no second phase. The only remaining route is a bounce unit, meaning a booking that falls through and returns to the pool. Four of the nine unit types are now sold out in total.

NPS is the normal payment scheme, the standard progressive structure where you pay in stages as construction reaches each milestone. DPS is the deferred payment scheme, where you pay less up front and defer the bulk until closer to completion, which keeps your monthly outlay down during the build. At Coastal Cabana the DPS price is 3% above the NPS price on every available unit, a premium of $46,000 to $56,000 depending on the unit. Both prices are listed for all 127 available units on this page. Not every buyer qualifies for DPS, and the terms are the developer’s.

Every unit still available carries an estimated $330 a month, based on a share value of 6 at $55 per share, excluding GST. The larger formats that are already sold out sit on share value 7, or about $385 a month. Maintenance is set by the MCST after completion, so treat the developer’s figure as an estimate rather than a fixed charge.

One 4 Bedroom Classic (990 sq ft, $1,702,000) and one 4 Bedroom Premium (1,055 sq ft, $1,854,000), as at 9 August 2026. Both types started at 59 units. If a four-bedroom is what you need, this is effectively a two-unit decision and it will not wait.

March 2029. The development is approved as 16 blocks — four of 11 storeys and twelve of 12 storeys with roof terraces — totalling 748 units, with a basement carpark, pool and tennis court.

1,144 metres, about a 16-minute walk — a measured route, not a straight-line estimate. Pasir Ris is on the East–West Line and becomes a Cross Island Line interchange. Downtown East is far closer: Market Square 263 m, E!Avenue 266 m and E!Hub 311 m, all under five minutes on foot.

The standard executive condominium rules: at least one Singapore Citizen applicant with a citizen or PR co-applicant, a qualifying family nucleus, combined gross household income no higher than $16,000 a month, and any private property disposed of at least 30 months before applying. Financing is capped by a 30% Mortgage Servicing Ratio, and there is a five-year minimum occupation period from TOP.

It is above where the pipeline ECs should land — Sembawang Road, Solano Grand and Wynwood Grand were bought at $692 to $782 psf ppr, which models to roughly $1,500–$1,670 psf at launch. What you get for the difference is a project you can buy today with TOP in March 2029, in an established part of Pasir Ris with Downtown East at the door. Whether that is worth it depends on how long you are willing to wait, and I will run both against your numbers rather than push you either way.
